# Reading the dossier

*What the panel filed, issue by issue, and how to read the stance chips and severity ticks.*

The dossier is the written output of the board. It is organized by **issue** — a distinct point somebody on the panel wanted to raise about your document.

## What each issue shows you

* **The issue title** — what the point is.
* **Where in your document** it comes from.
* **One row per reviewer**, carrying that reviewer's stance, how serious they think it is, their reasoning, and their quotes.

## Stance

Each reviewer takes one of four positions on each issue:

| Stance       | Means                                                           |
| ------------ | --------------------------------------------------------------- |
| **Supports** | The document handles this adequately, from their point of view. |
| **Concerns** | It's addressed, but not well enough.                            |
| **Opposes**  | This is wrong or missing, and they're objecting.                |
| **n/a**      | Outside the framework they read for — not their business.       |

## Severity

Next to the stance you'll see up to four ticks — how much the reviewer thinks it matters:

**info** · **minor** · **major** · **blocking**

Four ticks — blocking — is a reviewer saying: don't ship this document as it stands.

## When the panel is split

If reviewers land on different sides of the same issue, the dossier says so at the top of that issue — **"The panel is split"** — with a tally, for example *2 support · 1 oppose*.

A split is the most useful thing the board produces. It means your document is fine under one rulebook and exposed under another. That's a decision for you to make, not a defect to fix.

## Two kinds of quote

Every position carries citations, and they do different jobs:

* **The document citation** — the exact passage of *your* file the reviewer is reacting to. Check this one first: it tells you whether the reviewer read the thing you meant.
* **The framework citation** — the clause, article, or control in *their* rulebook that grounds the position.

## "No position from X"

If a reviewer you seated filed nothing on an issue, the dossier says so plainly instead of quietly dropping the row. Silence is recorded, not hidden.
